First responders are those who are usually the first to arrive at an emergency or accident scene and include police, medical and fire department personnel. The offices which coordinate emergency management services, local health departments and public hospitals are also crucial elements of emergency preparation and response. The first responders in many of our rural areas are volunteers. Their departments usually receive some federal assistance for training and equipment but most funding is provided locally. First responders often transport accident victims to hospitals that are also locally owned and operated. Health advocates claim most rural communities barely have enough resources to provide adequate healthcare for the populations they serve.

Obviously the first step in emergency response is the phone call that puts this system in motion. However, our 911 network is considered substandard with frequent outages due to widespread problems which include, aging and outdated equipment, cyber threats, and understaffing. Much of the 911 infrastructure is built on antiquated systems that are struggling to keep up with the demands of a modern, data-driven world. These issues can lead to service delays and put lives at risk across the country. About 88% of our 911 centers reported at least one outage in the past year, a significant increase from the previous year. Advocates say the 911 system must improve communications, strengthen system resilience, and provide appropriate recognition for 911 dispatchers in order to ultimately help save lives.

Options


  • I oppose reforming current first responder policy and wish to donate resources to the campaign committee of Speaker Mike Johnson (LA).
  • I support improving emergency response systems by reclassifying public safety telecommunicators as a "protective service occupation" by:

    1.) Reclassify 911 call-takers as a "protective service occupation" in the Standard Occupational Classification system. This recognizes the life-saving work of dispatchers and may lead to improvements in recruitment, retention, training, and mental health support.

    2.) Requiring the FCC to hold annual public hearings about major communication disruptions and issue reports on the extent of service outages and recommendations to improve network resilience.

    3.) Requiring the FCC to study and report on how to improve the reporting of network outages and the communication of those outages between mobile carriers and 911 centers.

    4.) Directing the FCC to report on the implementation and compliance of Kari's Law, which requires multi-line telephone systems to allow direct 911 calling without an extra prefix.

    And wish to donate resources to the campaign committee of Speaker Mike Johnson (LA) and/or to an advocate group currently working with this issue.

If elected as a trustee, the campaign committee of Speaker Mike Johnson (LA) will be unconditionally awarded the funds pledged to this issue along with a letter requesting him to favorably consider assigning the House version of S.725 - Enhancing First Response Act to committee for consideration.

If elected as a trustee, National Association of Emergency Medical Technicians will be awarded the funds pledged to this issue along with a letter requesting these funds be used to advocate for improving their reliability and response time.
